So, how does matching time matter? It doesn't make you suddenly play a lot better or worse. A short break might help ur play a bit but nothing significant. Its also same for all people, so its still a similar playing field
Man you and I are talking abt two different things right now, but to clarify your question, it makes sense for blitz to have a lower k factor than classical because of how many games can be played in the same time as a classical game; ratings can vary a lot more if k factors are high in blitz and perhaps jump all around the place which might cause instability; it would make more sense to thus lower blitz k factor for more stability.
The rating system is described at http://www.glicko.net/ratings/rating.system.pdf . As far as I can tell, K factor will ordinarily be the same whether it's online, OTB, blitz, quick, or regular. The one special case is that dual-rated OTB events have reduced K factor for players rated over 2200.
