The United Multiverse, or the UM, is an NPC governing body that encompasses all KOTLs. Originally being created when there were just three major KOTLs (Tomato's, ry's, and Angel's), it exists in order to regulate how NPCs behave in each universe. The three largest KOTLs always have one representative with a permanent veto vote, which today corresponds to the Principal, the Mad Hatter, and Flowey. Other characters can also arrive to represent their own universe to propose changes and help draft legislature that must be obeyed across all the multiverse, although the three veto seats always have the power to shut it down. The UM also manages which NPCs have certain amounts of knowledge about the multiverse, and take note of which NPCs do not adhere to their laws and must be contained.

Anyways, some of the most notable things the UM have done recently include: not allowing the Doctor’s nanotechnology to administer OHKOs, requiring Flowey to decrease his vine toughness, and of course requiring the Jester to die to goose statues when he had previously managed to tank NUKES.

Just wanted to mention that my OP items were the predecessor to the mainstream tricks. The Liar’s Mask was my invention.
