Sindarin is based on welsh.  And Sindarin, in the mythology of Tolkien was supposed to be descended from Quenya

The Sindar speak sindarin and the Noldor speak Quenya.  The Sindar (Silmarillion) were descended from the Teleri.

So the elves? XD Sorry, I have listened to the Silmarillion, but I don't really have all the different names down.

yes the elves are a considered to be the three kindreds: the Noldor (Feanor and co.), the Vanyar, and the Teleri (Thingol and crew)

so what happened was most of the Teleri remained in middle earth so their speach was sundered from the Noldor in Valinor over many long years.  and when the two trees of Valinor were destroyed Feanor convinced the better half of the Noldor to go to middle earth with him.  and on the way(i don't know if you remember) the noldor had to steal the ships of the Teleri who were in valinor.  so when the noldor eventually got to middle earth Thingol, king of the teleri/sindar in middle earth forbade the use of the Noldorin speach (Quenya)
