3. Number of Active Games
If an Applicant has more than 100 active games that's a red flag. Some people can play that many with ease however if you check profiles for highly rated players you find that most of them are playing less than 8 games. Take a closer look at the applicant. Check the timeout % , check the stats for win/ loss/ draw. Is there a large batch of games scheduled to expire all at once. Is there a long gap between current games and completed games in history? Be wary.
4. Timeout %
A reasonable guideline is not to accept new members with timeout % greater than the limits permitted in the leagues our club plays in. The leagues don't limit or filter players based on timeout BUT .. . the leagues permit club Administrator representatives to remove players from their team match rosters without a note or comment (no questions asked) where the player has a timeout % greater than a guideline in the league rules. TMCL960 for example, posts a report for each round showing player IDs with high timeout%.

4.Removal of Players:
(i) With the exception of those having excessive timeout rates (see ii below), no player may be removed from a team roster. Any team demonstrated to have intentionally removed players, will suffer a penalty of two points per permanently removed player, added to their opponent's final score.
Please note: The purpose of the above rule is to deter match manipulation by the removal of players who are deemed likely to lose their games. The TMCL960 admins will judge such incidents on a case by case basis & be sympathetic to teams that can show good reasons for removal.
(ii) The ONLY exception to (i) is that teams may remove players with a timeout percentage of 15% or greater in the last 90 days from their roster and post a comment to that effect in the relevant divisional thread, giving the name & time-out rate of the player (this is not required where lists of such players have already been posted).
Other Leagues use 25% as a limit, and this would be a good limit for most clubs (last 90 days of play).
However, stuff happens. People have things going on with life where a) they run out of chess.com vacation b) they play chess for free and do not accumulate vacation, and something happens that they time out a large number of games over a week or less.
So the thing to do is send the person a personal message regarding their application to the club, explain our time out % limit, and ask them to re-apply when their % drops below 25%; and then Reject the application.
