Probably the best way to get scouted for a team is to practice up, and get a GM title.

It Will take Ages for me to get their I'm only 1728
You could watch the games, and see if you can pick up some tips.
Pretty sure you can't join the team unless you are one of the highest masters in the area.
Yeah, top ten or so would be good. Or higher for a free agent.
