You mean, if byōyomi time and extension time are passed? i.e. total 4 days + 14 hours from last move of [player not on move], then the claim is "9 extensions remaining" when previous was 12 extensions?
Time control for the Chu Shogi League can be broken down into two parts, byōyomi 秒読み (literally "counting seconds") and extensions 考慮時間 kōryojikan (literally "consideration time").
Byōyomi is the main period of time for a player's move. In rated games, byōyomi is either 1 or 2 days. Once your opponent has moved, your clock immediately starts running on your byōyomi period. If you move within the time specified by the byōyomi period, there is no penalty. Unused time is completely disregarded.
Extension periods are the time periods entered, if a move isn't made within the byōyomi period. In rated games, each player has 10-40 extensions. Extension periods run consecutively, if a player still does not make a move. [The player to move] is allowed to use as many extension periods as they wish on any given move. Extensions are not divisible. Once used, an extension period is used in full, and unused time is disregarded.
In rated games, extension time is set strictly at 1 day each. Just because extension time is entered does not necessarily mean that it is used. In order for extension time to be used, either [the player not on move] or the moderator may claim that extension time is used. This claim is made by leaving a comment in the relevant game thread, that lets [the player to move] know how many extensions they have remaining. For example, if players start a game with 20 extensions, then the first claim of extension time may read "19 extensions remaining".
Multiple periods of extension time may be claimed at once. For example, if byōyomi is 1 day, and 3 days + 14 hours have passed since the last move, then 3 extension periods have been entered, and [the player not on move] may claim these all at once. If [the player to move] moves before extension time is claimed, then no extension time is used. Likewise, if a claim of extension time is made, and [the player to move] moves days later after that last claim, then no additional extension periods are used after that final claim. You must continuously claim extension time, to ensure that your opponent's extension periods continue to be used. Updates to claims for extension time can either be made in the same comment as the previous claim (on a new line of text) or in a new comment. The only claim that must be made in a new comment is that for "0 extensions remaining".
[The player not on move] does not have to wait 24 hours after the last claim of extension time, in order to update that claim. For example, if a claim is made 1 day + 18 hours since the last move, then that player need only wait 6 more hours until they are allowed to update their claim.
If the [player not on move] claims that the [player to move] has more extensions than is deserved, the moderator shall not correct this, but the claim is null. Only the lowest accurate number of remaining extensions claimed is the valid effectual number. If an inaccurate claim is made, this may be corrected by the claimant only before the next move is made. [Ex 1: The player to move has 10 extensions. 1 extension period is entered, and the other player incorrectly claims "11 extensions remaining". This claim may be corrected immediately to "9 extensions remaining" or upon the next entered extension period to "8 extensions remaining", etc..] [Ex 2: A player claims "10 extensions remaining". Many moves later, that player claims "12 extensions remaining" and does not correct it. The number in effect is 10, so that player may claim "9 extensions remaining" upon the next extension period entered by the opponent.]
If a claim of extension time is incorrectly low, then the moderator shall immediately correct this to the appropriate number, and the player who made the claim shall be warned.
[The player not on move] cannot declare victory by timeout, unless a correct claim of "0 extensions remaining" has been issued. Furthermore, unlike for other claims, [the player not on move] must wait 24 hours after this claim of no extensions, in order to claim victory on time, if their opponent has still not yet moved.
To win on time, a player must claim this. Winning on time is not automatic. If a player completely runs out of time, including having used more than byōyomi while on 0 extensions, and plays a move before a time victory has been claimed, then that player does not lose (at that point).
Moderators must give 2 warnings before being able to declare the game over on time. This is to prevent ending the game if the players want to continue, but with discretion if this gets out of hand. Warnings are given at times when a player would be able to claim the win on time. The moderator must wait at least 24 hours between such warnings. The third instance when such a warning would be given can be claimed by the moderator to call the game on time.
[The player to move] shall forfeit any game, in which thread they have not commented within 8 days (vacation time and declared absences not included) of their opponent's latest move or their own latest comment, whichever was more recent. Unlike winning by timeout, wins by time forfeiture are automatic (do not need to be claimed).
Each CSL member is allotted 5 vacation passes per year (expire and reset on January 1st), each pass costing 2 extensions to pause that player's clock in any/all that player's games for 7 days. To activate vacation time, the player must comment “vacation” in all active game threads they wish to pause. Once a player declares vacation in one game, 24 hours are allowed for that player to continue declaring vacation in other games (using the same pass). Multiple passes can be used at once (e.g. "2 vacations"). Playing moves within your vacation time does not nullify the effect of the vacation pass. Note: these vacation passes do not apply to King of Force and Raijin Cup games.
After the 600th move and every 40th move thereafter, each player shall receive 1 additional extension. In title matches, players instead receive 1 additional extension after the 450th move and every additional 30th move.
If a player incurs a penalty for more extension periods than they have, then that player loses immediately.
Relevant note: a player, who brings a case to arbitration and is found incorrect, incurs a penalty of 2 extensions.
