Older rules

Hello - I recall reading about how checkmate temporarily freezes a King and his army.  However, once the checkmating pieces are taken or move, that King and army are now active in the game again.  How come this convention is not displayed in the variants?  (or, perhaps it is and I simply haven't found it).
