White only gets the pawn back in the e3 lines, with e4 it is a real gambit, which is more like the Smith Morra in my opinion, a bit duboius.
depends on the opening, but yeah, 10 seems like a good rule of thumb

my grandfather plays 1. a3 and 2. h3 every game. He says the purpose is to prevent bg5 and bb5 pinning the knights in the future but that's bad. It can kind of transpose into a reverse Najdorf i guess
