After the dissappointment that his Incendio was utterly useless, the distraughted ThumbTack said "Bombarda" forgetting that it will be more useless than his previous spell because of his opponent and the raging storm. Phoenix realising that her opponent is not in a proper state of mind decided a stunning jolt would do the trick as she didn't want a hollow victory. Thus she said "Stupefy" with an intention to get this fight in the right direction. Due to the lack of concentration, ThumbTack wasn't able to cast his spell resulting in him getting stunned for 2 turns by Stupefy.
RESULT: Stupefy Hits! TT loses 2 turns
ThumbTack: 240
Phoenix: 225
Phoenix's turn. Cast 2 spells this turn.
COOLDOWN ALERT: Both Stupefy and Bombarda cannot be cast for 3 turns and 1 turn respectively by their previous casters. In addition to that, the more Bombarda will be casted the less damage they will inflict.

Yes you can cast stupefy
After making ThumbTack stunned, Pheonix decided that this is the cause of celebration. So she thought making ThumbTack sing would be the best idea as it will also cause embarrasment to him at the same time. To make her thought in frutition, she said "Cantis" by pointing her wand towards ThumbTack. Realising the ThumbTack's hold on stunning spell is getting lose, she also casted "Avis" as a defensive spell to prevent herself. ThumbTack realising the embarrasment he was about to face, casted "Stupefy" with all the courage he had left to give Pheonix the taste of her own medicine. Unfortunately for Phoenix as ThumbTack's throat was stunned, "Cantis" was not effective. ThumbTack's "Stupefy" got redirected to birds conjured by "Avis" casted by Phoenix.
RESULT: Avis hits!
ThumbTack: 240
Phoenix: 225
Phoenix's turn.

Before cantis had affect on him he mustered enough strength to overcome the stunness. But the strength was only enough for him to cast a spell and then he submitted to the stunness and thus when cantis affected him it didn't work.
