What about Kf4 in first position after all moves in puzzle? Still looks like we can close in with the King..
Second position: 1) Qd1+ Kg2 2) Qe2+ Kg1 (Kh1 will lead to Qf1 mate) 3) Ke3 - If black queens in h1 now Qf2 is mate..
In any other try King will have to move from first and second rows and again Queen can block h1 and avoid pawn queening !!!

I think we can keep swapping between a2 & b2 in the first puzzle with King. If Qc3 then we can go to back rank and look for the stalemate if Q*c2. I am now convinced the first puzzle is a draw :)
ArulvelKumar, you're indeed right about the second puzzle, didn't thought of that, just wanted to show that if the opponent king is too far away, you can draw the game if you have an a,c,f,h-pawn
