Generally the way to play R and pawn endgames is that where no obvious tactic exists you try to create a passed pawn and leverage that advantage. To that end g5 looks like it will win for white, but it fails. Why?

I will look into this further, but I'm guessing it's because after the exchanges white will be left with rook's pawn which is often drawn.

After some more research...
It seems that the difference is between having a single pawn and a pair of pawns. It is the kings positions, rather than the rook's pawn position which makes it drawn.

After g5 black can quickly force a draw with hxg5 fxg5, Re5+. As you note fxg5 will also draw but takes a little more effort from black.
