Random Choosout Delay

Sorry Guys But I Have Decided to Delay The Random Choosout to 100 members 

1.Nobody Talks In Forums

2.Nobody Talks In Main Chat 

3. Nobody Joins tournament

Outcome=Members Are not Very Active 

And say if I Do The Choosout Now 

And I Choose a inactive member 

there is no point in promoting them

Also, I had joined a tournament yesterday but I was the only one and the tournament got cancelled.
