I am not sure what criteria you are asking us to use. White's handling of the opening is okay, but pretty tentative--even for the timid Alapin. Black's reactions are even less aggressive. The under developed black pieces give white an advantage right from the start. The loss of the two q-side black pawns with13...b5 (it is certainly not a good sacrifice since the semi-open a and b files are not remotely enough compensation) is already a losing move. The advance 23...f5 hastens black's demise, although he is already lost, and white makes the completely unsound 24 f4 to lose an exchange for the long diagonal--very bad deal. It is important not to argue that controlling the diagonal wins the game because a) the game is already won, b) and black makes several very bad blunders that hasten the loss.
White might have been more aggressive at multiple points to exploit several black mistakes faster and more decisively. I am sure White enjoyed the game. Given the ratings of the players, it represents what my father-in-law would call a good start. A numerical rating out of 10 is probably unfair. I suggest going back and asking yourself after each move "what would have been better, more decisive, faster.
