You should read the post carefully… he got blocked by OP there

Blocking doesn't work for anonymous, but in anonymous you don't know who your opponents are so there's no point in blocking. I would say that it remains this way otherwise people will block pros on purpose so that only noobs will be in the anonymous game, and it makes rating farms easier.

This is not true. A player can have a bad temper or simply enjoy throwing the game and spoiling someone else's mood. This lowers the quality of the game. For example if you take 2 top players of approx equal skill. One of them plays in the general pool and the other plays always with the game thrower. It is likely over time that the one playing with the game thrower will have a lower rating as there is less chess skill involved in their game and more randomness on who wins as the games are being thrown. So blocking is quite a necessary feature in Solo. In FFA it is not as important as the throwing of games in the 3 player stage makes their opponent lose less.
but then people will block the players with 2 top players of equal skill so that they can play with people with worse skill than the blocker.
