I think the answer to the second riddle is that the drugs the man was taking altered his DNA and fingerprints.
YFIOTR there are 3 answers to this riddle:

The drugs altered the guy's DNA.
2.) (MY IDEA)
The police DECIDED to kill him. That doesn't mean they did.
3.) In the future, it may be possible to clone people. 10 years right? Who knows. In 10 years we may be able to clone.

4.) A random guess: The guy took a copy of that guys fingerprints and DNA.
I have solved this riddle! The man didn't have any siblings, how is this possible? Well, his parents, seeing what a terror he was in childhood, decided not to have another child!
