1. A couple observations:
a). tides don't rise for 18 hours straight.
b). When the water goes up, the ship goes up with it unless it is anchored WAY too securely.
c). If the tide's coming in at that rate, the waves will splash against and rock the ship and will vary how far the ladder goes down by a few rungs. It's not actually reasonable to measure exactly how far below the top of the ladder the water line is.
Long story short, the water isn't going to come to the top of the ladder, assuming it is secured properly.
