Is there a rule against vaping in the Bathrooms of a national event? I saw one kid vape in the highschool bathroom of supernationals. I told him to stop, he says there is no rule against it.

It's also useless if no one is enforcing it or aware of it.
But since I see the OP is in FL, it's going to be up to the venue (or entity using the venue) to ensure it's not happening because freedumb, which is going to mean they need something in the event rules to short-circuit the inevitable battles with obnoxious Florida Man.

According to USCF Regulations:

  • Tournament Director's Authority: The TD is responsible for ensuring the rules of the tournament are observed, and this includes maintaining appropriate conduct and respecting the hosting facility's regulations.

A Google search shows:

Yes, it is illegal to vape indoors in most workplaces in Florida. The Florida Clean Indoor Air Act, which prohibits smoking in enclosed indoor workplaces, was expanded in 2019 to include electronic vapor products. This means that vaping is generally banned in places like offices, restaurants (unless they are standalone bars), and other enclosed indoor work areas.

I think it could be protested and receive a favorable ruling. I also think that the attitude of doing nothing becauseit is believed that nothing will be done to confront the rule/law breaker is a dangerous precedent in this time of so much uncertainty.

It is not against the rules to take a smoke break in the proper location, and while technically not against the rules to do so inside, it would likely be against the rules of the venue.

It's on the World Anti-Doping Agency's list of substances banned in competition, and FIDE adopts WADA's list by reference. FIDE rules also say that national federations (like the USCF) shall incorporate FIDE's anti-doping rules.

Also: Pretty sure that unless that guy at Supernationals flunked a lot, he's not 21, and is therefore breaking the law. The USCF ethics rules say "Violating federal, state, or local laws while participating in activities that are associated with US Chess" is an ethics violation.
