White's plans are also very similar(almost identical) to Nezh(as I promised you , those of you who will devote time toTrifunovic's "simple" openings you will find it very easy to learn nore complicated openings)
My suggestion when you play white , is to play the Classical line.There are a lot to be learned from it.
A good exploitation of the isolated pawn by Kasparov.As you will see , Kasparov prefers the typical OFD development with the knight at c6.
The main system against Tarrasch today is the Slechter- Rubinstein system.White does a k-side fianketo to prevent a k-side attack but doesn't prevent Black from gaining active game.
Black can create a q-side majority with ...c4 but he has to be very carefull for white's e4-central counter-strike.The next game is typical

Hanging pawns is a very important chapter of middle game strategy so learning to play with them and against them will certainly help you improve.
Let's see some general principles:
1)Exchanges always help the defending side.Attacking side should make only the absolutely necessary.
2)Attacking side should either launch an attack or advance the pawns at the right moment.
3)Defending side should try to block and restrain the pawns.
Let's see what can happen if the defending side plays passively.
Blockading the pawns especially if they are not both on 4th rank(5th for black) is defending side's best bet
Tarrasch defense is one of the most aggresive defenses in opening theory , maybe the most aggresive of all.Already from move 3 Black launches a full scale central assault hoping to undermine White's center.
