Since you know you have 48 teams currently, how about publish the list? We'll all understand if you have to edit it as you go.

 

Having a changing list beats inviting everyone to come join a league that has no list and no action.

At this point, most of the teams are probably looking to sign strong GMs or IMs.  Chess.com has many other tournaments and team matches where nontitled players can practice up to get ready for 2018.
