Can someone tell me the concepts or/and basics of the Rubinstein variation of the dutch.

I don't know this line, but I will give my idea on the position.

For Black, I would aim at securing the white squares in the center.  Hopefully try to develop a long term attack on the K-side, using the f file.  As well, try to find a good square for my White squared Bishop.

For White, I would try to get in e4 when it has a lasting advantage.  Long term I would attack either the center or Q-side.

I think that general opening principles apply at such an early point.
