How is the Glicko round rating determined to be "79" for this dude, Beltran_amo, in 2 different games the same? His rating should be lower than all the players yet it is higher.

I don't think you understand how Glicko works. Basically, it starts very high when you have 0 games (idk the actual number but i think its about 130) and reduces quickly as you play more games, reflecting that you are closer to your actual rating. The higher your RD is, the more you lose/win per game in an attempt to bring you closer to your actual rating.
People like @Calagane (in WFT Teams) and @BoxJellyfishChess (in chaturaji hyperbullet) have (or at least used to) an incredibly high glicko RD because they won all their games.

I would add on that people who play hundreds of games against weaker players instead of playing close to their rating’s level’s Glicko RD will increase, meaning that their rating is more inaccurate. This is a double-edged sword since they gain more rating but also means they will lose a lot more points for 3rd and 4th.
