just wondering World stars has 237 members now what happens if they go over 250 during the matches or before the start
OK, 250 or 300, is not a huge difference, but over 600 players? No, it can not go!

Well I would personally urge team admins NOT to do the mass recruiting thing once the tournament starts as its VERY bad sportsmanship to do that.
OK, I say NO!
They should go in the competition for the big teams.

THIS COMPETITION IS FOR TEAMS 20-250 AND TEAMS THAT ARE BIGGER THAN THAT GO INTO THE TM LEAGUE

Generally, teams that only grow a little are fine, and we'll sometimes take one or two between 250 and 300 if necessary to fill out a foursome. Kinda hard to kick one out once it has started though.
TM League will almost certainly have room for the larger teams.
On starting date, we should call it the 2012 season and perhaps hold off on starting for a few weeks. That would give time to recruit enough teams to get closer to the full slate of 32. 
For those teams who really want to get started, maybe kick off some warmup matches? Just don't get your players so buried in games that they don't want to play the real matches when the season starts.
