If both players arrived for the round late, then it could happen.
Tournament Director Shortened The Time On My Clock

I did ask him after the game. He said the game took too long and the next round needed to start soon. The same TD did this to many other rounds in the tournament.
This is a horrible experience for all the players involved. You should write a letter or else that td will do this again. It was a delay not an increment. There's no excuse for making the rounds so close. You can't stop or shorten games to get rounds to start. We don't even have adjournments anymore for cryin out loud. In the future, if something seems wrong, ask for the rules reference. If they can't or won't show you, don't play!

Some tournament directors are absolute looney tunes. Sounds to me like the round times were too close together?! The key is there is no hindsight in chess. You must speak up for yourself then and there or your issue is toast. It's like complaining about someone taking the last three eggs after they've eaten them. You should have asked the tournament director to explain things to your satisfaction. If you did not get it explained to your satisfaction that is your fault! The only time they can come give both players the same remaining time is if there was no clock on the table and 1 has become available. Even then the td is not allowed to interfere in your game in any shape form or fashion without an explanation. I don't care how much of a delay, inconvenience, or whatever people want to characterize it as, if a tournament director interferes in your game, don't touch another piece until you understand why!!! You can not be penalized for that!!

I would talk to US Chess. I would present it as a concern that the TD needs further training. If you know them, you could approach them and say you believe the are not applying the rules correctly and they should show you where in the rule book it says what he believes. When he can't, I would recommend he review those rules before running future events. On a side note, we often run events that are G/45;d5 and space the rounds 2 hours apart. There are other options for if the game goes over.

The problem is I already made moves in that game. If I don't play, it would be marked as a loss and it would be rated, so I just played.
One time a game lasted for like 4 hours in a G90 +30 time control and the TD just declared it a draw even though both sides had a queen and like 5 pawns
something def you have to reoprt to US chess the TD can not claim it even if it was 3-fold repition or 50 moves it is the player who has to do it and I don't think any of those happened you should report this to the US Chess as soon as possible
