Two Rooks For A Queen

I sat here for 40 minutes trying to craft a situation where trading a queen with two rooks Is either good or bad, and honestly couldn’t come up with an answer.

what do y’all think? Should you trade your queen for two rooks or not? Why?

normally 2 rooks r better unless, the position is really open, pawn structure is bad ans rooks are not connected/ sorking together
