They paired me up against a FIDE master @Morscas rated 1695 like my rating was the same (but my rating was actually 1223).HE was also partnered up with another FM , and I wasn't.
Has this happened to anyone else?

That probably means the two FMs had partnered each other, and then you and your partner were the first match the system found.
When two high-rated players partner each other, sometimes you get some pretty imbalanced pairings unless there are enough other high-rated players online.
My teammate's rating was approximately the same as mine
Which is more than pretty imbalanced.

Yes, I've had that occasionally too.
The two FMs had partnered each other, and you and your teammate were the first pairing the system found. It tries to find a more even pairing, but if it doesn't find one it will widen the rating range over time until it does.
