AFAIK it is one move per event, could easily be wrong though.

I don't remember having a specific limit, but don't spam us. It's highly unlikely that you have more than one or two moves in a tournament that are serious candidates to be the best move of the month. You probably don't even have much more than one or two moves in a month that fit that description.
Also, feel free to submit a move by an opponent or another player if you think it was seriously good.

Presumably - it would be for playing the best move, not finding it in someone else's play. But if you see another move that you think deserves the prize, you can submit it.
