If I participate in tournaments USCF tournaments on chess.com, will I receive USCF rating from these games?

Yes, in a way. You will have an official Online USCF rating. This is not the same as a regular over-the-board (OTB) rating.

Is the online USCF tournaments rated with the same formula as otb games?

The same formula, including the bonus point threshold is used for both OTB and On-Line US Chess ratings.
