Who is actually eligible to vote?

Neither Mosul nor Babylon remain in either the WCL 2015 or the 5th CWC.

Can they therefore cast a vote?

Babylon plays actually the 1/2 final with chance to play the final 2014WCL!!

Mosul played for the last 3 years and wishes to return (war actually there). Yes they can vote.

So by my calculation we have:

WCL 2015

Div 1 - 16

Div 2 - 18

Div 3 - 32

total 66

5th CWC - 1 city - Poznan who is not currently in the WCL 2015 (all 31 others are in the WCL)

Further 2 cities - Mosul & Babylon who were previously in WCL

Are there any other cities which should be included in the count - otherwise reaching the 51% turnout quota becomes hard to ascertain...

Unfortunately still to reach the 51% 'turnout' which has been specified as only 43% of cities have voted so far
