I already did it. additional requirements, not more than 4 foreigners in every 10 boards

I do not remember any exception for a city except those within a country (e.g. UK and england or Spain and Catalonia etc.)
As you know, in World Cities League 960 and World Cities Tournaments because of geopolitical situation there has been an exception about foreign flag players ,so some cities can have different flag players without any penalty, for example Barcelona (Calatonia flag),Tabriz (Azerbaijan flag). now Team Tabriz asks the directores of WCL to make this note in WCL2016 rules so we don't have to remove any azarbaijan flag players hereafter,if you need more document about Tabriz players that consists of Iran and Azarbaijan players I can help you more.thanks

I think the changes we are going to make in next season will be good enough for the future of the tournament
anyway please point out (if it is still possible) where the majourity voted for 25% foreign flags allowence without additional requirements on every 10 boards
the problem is not in rule itself but in no additional requirements cause having just 20 players means top 5 could be a foreigners which is not good for domestic players at all and of course not good for a fair play as well
if this can't be changed for this season can we have a voting for the next one... I saw I'm not the one who support this change
also please advise if Team Tabriz could have 2 flags as domestic ones cause due to their profile and encyclopedia it seems that iranians as well as azerbaidjanians are the ones who lives equaly in this city
