Find a different organizer that allows the you to play up. The CCA is an Affiliate and can set the requirements they think will appeal to the most players.

You obviously are an underrated youth. You have very little game history, except online, and your ratings show that you are far better than your current USCF ratings indicate.

The OPs complaint, although he seems unaware of it, is that a rule designed to keep you form participating in CCA Open events forces him to play only people like you, and that scares him. He prefers playing overrated middle age adults like me. It is a common problem for people who are more interested in raising their rating than learning the game.

And when that happens, you get way more money than you invested

Dude chill, some bias has to go to a certain rating, it just happens to go to you. Just beat the 1600s, 1700s, and get over 1900. You should easily beat them if you are so good that you need to play 2000s and up. You will still gain some rating.

After I crossed 1800 USCF, I started regularly beating everyone, except those over 2000. It only took a couple of years to reach 1982 (and I was well past life’s midpoint). Then, I started losing to 1400s again. I nearly bounced off my floor to climb barely over 1800 again.

If you beat everyone, your rating will climb. The USCF only lowers your rating when you lose.

If you are so good that you need to play higher rateds, beating a lot of 16-1700s should be easy, and you could just farm them. Also what about open sections?

but the rating gains are so minuscule that doing that will take so much time. Also, i need to be 1900+ to play in open sections

Cough up some cash and sponsor a tournament for over 1800 when we go back to having OTB tournaments.  Talk to an organizer.  Subsidize the the playing hall and the skittles room and put up something like $1000, 750, 500, 300, 200 for the prizes. Host it near or in a metropolitan area that has at least 60 or more players above 2000. I suspect you'll attract some expert/master players hoping to get in on the prizes.  Offer free entries to the first 20 2000+. Set a  $100 ef for all others. Then win your first couple rounds to get into the top group.  Not a guarantee, but there is a good shot you'll get to play a 2000.

Really?  Most USCF tournaments I go to allow anyone to play in the open section (highest rated), but prohibit higher rated players from playing in the lower sections.
