I did not know chess.com only included active accounts in percentile! If they didn't do that I wonder how inflated percentile would get.
Probably not super inflated since everyone active would be inflated over the inactive accounts too, but if EVERY account was included then probably anything past the ratings you can open an account at would be way above average. chess.com only counts "active" accounts (played at least one game for that time control in the last 90 days) to prevent this and make the percentile statistic a little more useful and accurate.
