I would say probably the USSR, but I have no idea about this kind of thing.
Why do you think the USSR was able to develop their players so effectively?
sekondnature: During the cold war, the USSR was facing off against the USA. They have to gain an advantage in every field. They created the Warsaw pact (to fight against NATO), established Comecon (an economic council) and even sent the first man into space.
What I would like to know is why their chess program was so strong? What did they do differently from other countries?
