In my opinion, Idk. (I like Weavile)

For Zygarde, when it's form gets stronger, it's speed lowers. A Pokemon with a higher speed goes first.

Weavile is fast, and learns Ice - Type Moves, which Zygarde is 4x weak to.

For Hoopa, it's 4x weak to Ghost and Dark. So, Weavile could be a good Pokemon against both of them.

Both can learn Fighting - Type moves from tutoring, too.

Anyways, in my opinion, Zygarde is better at its complete form because compared to Hoopa Unbound, Zygarde's HP and Speed is more higher, and that puts Zygarde at an advantage.

I think Hoopa Unbound because it can summon 5 legendary pokemon to fight Zygarde, including itself.
