Even with a fork, as long as the Black king stays within 1 square of the queen, the game is still tied.

You see, once you go Chancellor to e3, then take the queen, you get 9 points for the queen and black gets 7 points for the chancellor. Then it is a draw by 50 move, and each player gets the same number of points. That ends out as white being two points ahead, and white wins.
