This is simply a time scramble. Who can move the fastest, and not lose a rook or hang mate. That sort of position works if there are many moves available, where you have to be very reactive, and pay attention to what's happening on all corners of the board, but here it's just shuffling back-and-forth, which isn't very exciting.
