I'm playing for the second time this summer and I'm staying in my section again. I have played up in one Continental Chess and I was greeted by a 1st round bye. After that I was always playing up to the bottom of the next score group - usually someone who had taken their licks and was ready to beat someone.

For top section it's 2000
i am a 1100 reated chess player whose wants to play in the world open. My Parents want to go to philly, so i am going, the problem is do i stay in my section, or do i play up?
