There's a bug on one version of the Android app and is fixed in 4.7.2 which should be rolling out now

Ah, I misunderstood and thought you meant you got the same puzzle twice in a row.
It certainly very possible to get puzzles you've had before. There's nothing in code to prevent it and it's actually good for recall and pattern recognition
At your rating, you're going to see a lot of repeats since there aren't many puzzles at the highest rating levels.
