Take the top 12 rated players beside the champ.  Have the bottom 6 play a double round robin tournament.  The top 2 finishers then play matches with the top 6 (8 total).  So it would be 3 sets of matches to get your challenger.

So how would this work now?

These are the current top 12 excluding the world champ

Rank     Name    Title       Country Rating   Games  B-Year

 1            So, Wesley       g           USA      2815     11         1993

 2           Kramnik, Vladimir          g           RUS      2811     0           1975

 3           Caruana, Fabiano          g           USA      2802     18         1992

 4           Vachier-Lagrave, Maxime           g           FRA      2795     7           1990

 5           Aronian, Levon g           ARM     2789     7           1982

 6           Nakamura, Hikaru         g           USA      2786     11         1987

 7           Anand, Viswanathan     g           IND       2786     0           1969

 8           Giri, Anish         g           NED      2785     20         1994

 9           Karjakin, Sergey              g           RUS      2783     0           1990

 10         Ding, Liren         g           CHN     2773     14         1992

 11         Mamedyarov, Shakhriyar           g           AZE       2772     0           198

12          Svidler, Peter    g           RUS      2755     10         1976

Nakamura through Svidler would play in the double round robin.  The top 2 of the tournament play with the other top 6 in 3 sets of matches to wittle down to one person to play for the championship.  Over 2 years there should be time to do this.

If Nakamura is #6, why would he play in the double round robin, which you said was for #7-#12?

The CHESS RATING POINTS DIFFERENCE between the number 1 Chess Player to the 12th Chess Player is 60 CHESS RATING POINTS! The age difference of the Oldest chess player, and the Youngest chess player is 25 Years

Yes it is still a wide range in rating but not the 170 range difference we see in the grand prix.    Having people who are rated below 25th place in the world is really not good.  I mean the current system includes someone ranked 128th.  He is a player I admire and in no way fault him for playing.  But there are likely about 100 other players who likely feel a bit cheated that he was picked instead of them.  And rightfully so IMO.

There are also numerous problems with using tournaments to qualify.  This would include collusion.  I am not saying this is happening now but I also can't vouch for the integrity of everyone playing.  So why have a systems that allows collusion?

Yes the system I propose  has a tournament.  But those who are rated in the top 6 or 7 can bypass it.  And the others just use it to qualify for matches where the collusion concerns are eliminated.

You are correct.  Naka would not need to participate in the tournament.    Moreover this is just a rough idea.   I think a tournament to add a few more people to the matches is a good idea but it doesn't have to be this exact number or anything.  Its just the idea of a tournament then a set of matches the the really top players in the world as opposed to what we have now.

I like this system, or something along its lines. And it eliminates the use of a knockout tournament to determine two spots in the Candidates' Tournament.

each system where there is no direct battle - match,  is subjected to manipulation

your idea is very good, rating, yes, it shows "maybe" top 12 or 50 players at present time, but very soon among this 12 we will get lots of kids with a inflated rating, beacuse it is really possible to get 2750 without playing against top players .

that s what I think, everyone who enters in final 8 or 16 or whatever, should be based on results of direct fight with competition, not rating points

Also why should best rated group of players must be saved, lets than take top 200 and  let them play qualifications, like grand prix, but open tournaments, max 3-4 tournaments each player, and accumulate points, lets best ones enter in top 16, including existing champion.

OP it's a great idea, but I just have one question... Where is Magnus?
