You can definitely get better prices than USCF, which also has fairly expensive shipping.
Wholesalechess.com has some really good deals, and you can even get a set that comes with chess.com swag! Hard to beat that. :) Those pieces aren't heavy, though. They have many heavier piece options, like this combo that comes with heavy pieces and a bag, too.
Here's a triple weighted set from Amazon.com that you can get free shipping on if you spend and extra $5 on something else that qualifies for their super saver shipping (or are an Amazon.com prime member)
Rochester Chess Center is one of my favorite chess places to shop with. They have a sale on a heavily weighted set of plastic pieces right now, and I really love their reverse colored vinyl boards which are only $6 each, and very nice!
Can anyone recommend a decent chess board (vinyl) and some heavy as possible plastic pieces for a beginner?
A reasonable price for me would be under 30 not including shipping
