There are quite a few unannoted games in the 2) but it includes lots of Botvinnik's articles including autobiography "Acheiving the aim" if I remember rightly. Well worth getting if a fan of Botvinnik.

So I already own 1) - the best games series - . I wouldn't buy the complete games series for completeness , biography etc, but there's one thing which would be enough to buy it:
- Do the articles present in 2) and not in 1) contain analysis of the systems he played that's not replicated in his annotated games?
That would be enough of a reason for me to buy it.

The 100 selected games book is a subset of the 3-volume best games work discussed here as option 1) .
There are two 3-volume works by Botvinnik, the english translation has been published by Moravian
1) Botvinnik's Best Games, Volumes 1-3
2) Botvinnik's Complete Games, Volumes 1-3
Judging from the title, 2) must have all his games and therefore 1) can only be a subset. But these days all his games can be found in a database anyhow.
In terms of annotated games, insights, notes, how does 2) differ to 1) ?
Is 2) worth buying for someone who already owns the three volumes of 1) ?
