You don't need anything special. PGN files are incredibly simple. All they are is a text file with a number of fields/parameters telling you where and when a game took place and who played, along with the score of the game.

Wikipedia has a good article on PGN files. Here is a sample:

thanks notmtwain. i googled for pgn software & i looked into chessX, but twas for 64 bit. googled for the 32 bit but then thought it would be better to ask for recommendations from experienced members instead of groping around the net.

i'll look into Chess.com's Game Editor. what do you use if you want to view pgn offline? thanks for explaining, the example, & providing the Game Editor lead.

There are loads, try SCID, it's the best.

That's just copied and pasted html from the wikipedia entry on pgn.
