U.S. Chess Federation's Official Rules of Chess 4th-5th edition

You find your answer to your question? There is 33 new pages to the new edition but USCF has not published the new one just the PDF of the 33 pages.  New edition will be out in 2014 what I heard.

5th Edition is out. Anyone know if there is a PDF or an eBook anywhere?

You won't find an electronic version of the 5th edition; It doesn't exist. The USCF's contract with the publisher of the book prohibits anyone from doing that. Sorry, the only option is to buy the hardcopy. Changes to the 5th edition are available on the USCF web site as a pdf file, though.

Truly, a poor contract.  The USCF leadership should be castigated for this and should withdraw from the contract posthaste.  The USCF rules, like the FIDE rules, ought to be free for all.

If someone were to place an e-copy of the USCF rules on the net, could the hard copy publisher have any standing to file suit?  If the publisher doesn't own the copyright, then the worst they might do would be to threaten the USCF into suing on their behalf.

The USCF used to be ok... With travel & motel expences & local state chess bulliten expenses just to prove your 1500 - 1800 is ridiculous IMO. They do seem to suck the Fish in though. I just play online & take my chances with the Cheaters who have no life!
