Sometimes I instinctly feel where the pieces belong, I feel I have the potential to play at 16-1700 level. I will sooner or later get an advantage, but then a slip occurs and I blunder something. I used to play for 5 years during childhood and have played and read about chess on and off until present at 29 years. Is it doable to reach 1600 rating still?

Of course It's possible to reach 1600 rating. I can even say you can become CM (Candidate Fide Master with FIDE elo >2200) if you will put enough effort in it. So improve your calculation, the knowledge of openings, practice endgames, learn middlegame strategy and everything becomes possible. But the problem is you're not learning hard to achieve your goal. I mean if you think that you have potential then you've got to fulfil it. If you're not working then it doesn't matter how talented you are - every hard-trying idiot can beat you.

I have watched all "From beginner to chess master" videos at chess network on YouTube, and it was a door opener. Suddenly I was able to make better choices, and as I mentioned I felt I did instinctly know where pieces belonged at the board. I found almost more satisfaction in discovering my opponents plans, and then stop them, than to attack him/her. Lately I began reading "My system", and the last week my rating and instinct is suddenly gone. I reached 1340 in blitz, and strategically I felt quite comfortably playing at this level, but my head got overcooked, and at the moment I am back to old sins.

Now I can see your problem. You are doing too much of generalization. I made the same mistake. So to overcome this struggle I can advice you to work more on openings, tactics and endgames. I know it sounds kind of boring but once you get the chess technique you will look on the game from the very different perspective and will be ready to study foundamential books like "My system". I believe "My system" is for 2000 elo level.
