I wrote that, sort of as a joke, and then did some research and found out I was wrong.
Evidently FIDE awarded the title to great players of the past in 1951.

It depends on person… I think.

If you start after age 20, I would say it would be difficult unless you just find yourself to be naturally talented at the game. Younger people just absorb the information like a sponge. I well coached 6-7 year old can be killing tournaments and have most of the openings mastered. It takes a 30 year old with 2 kids and a job over a year to get enough time to learn one opening well. Time is just not on your side if you got a late start and you have a life outside of chess. If you are gifted and have money for coaching and can dedicate time to it, of course there is a chance, even if you're older.
