It just loses time e.g. 2. .... Nf6 3. Qg3 Nc6 and Black is already better.
2.Qg4?!
Black simply plays 1...Nf6 developing his piece and white has to move his queen again.
After the Queen move, Black can develop a pawn/piece and white plays a tempo down ... for nothing.
You're right that it's especially bad. :)
The only feature white's position relies on is that the f8 bishop can't be conventionally developed. I.e: 2...Bc5???? 3.Qxg7.
Yet, and yet, Black could just simply fianchetto the bishop with g6.

Sure, but that's like saying if my opponent looks the other way, I'll snatch his queen and hide it in my pocket hoping he'll miss it. Works wonders when we're children, but nobody who takes chess even the slightest bit seriously even thinks this way.

Dude, 2. Qg4 has nil redeeming features. Find something better.
I'm not actually considering adding theory to this (this may as well be the worst opening overall). I just wanted to see if white could get away with it and have a moderately inferior game rather than the expected 0-1.

As White one plays to have a moderately better game, for at least the first ten moves.
It seems fun to play, but you usually should enjoy you're playing White and try to get some advantage by starting, and not let black equalize.
After the Knight kicks the Queen, there's no exceptionally good square for the Queen, so black starts putting his pieces into action. Although I've seen some top players move the Queen early on even though it gets kicked (some Scandanavian lines). I"m pretty sure this certainly isn't the place for that, since there's just no really good squares for the Queen and black gets hooked up :).
Not really a refutation.

It doesn't lose, it's just that by allowing the opponent an advantage, as white no less, you make things somewhat more difficult for yourself. There's of course the psychological strategy of getting your opponent to feel you're a beginner and hope to easily win, then get frustrated that he doesn't, but it's not really a strategy to rely on, and this would be a bad way to do it anyway because it doesn't really confuse the opponent, it just gives stuff away.
why is this line getting so much attention, again?
I'd give more weight to the every-school-kid-knows "2.Qh5 + 3.Bc4 + Mate the bastard" lines because atleast there are a lot more tricks buried here.
2.Qg4 Nf6 is something even a rank beginner can find so statistically, I find it hard that you'd even get a lot of "cheapo wins" with this.
Simple and easy equality if black wants of course is nf6 qg3 nxe4 qxe5 qe7, with at least equality for black. Find something better to talk about please :)
I was presented with this 'attack' today. It was an easy win as black, though I'm sure I could have done it better

I know this is dubious and completely bizzare, but what is your opinion of 1. e4 e5 2.Qg4?
The list of book openings on this website doesn't even give it, which makes me think it is especially bad.
