The queen is there to support e4 and liberate Nc3. An early c5 crushes it, but if transposed into it's an equal but playable position... but white just has much better options. Even in its best lines the position is pretty dry, there's no actual attack, the queen blocks in the lightsquare bishop and there's really not alot of pressure being applied. This is the most viable usage for it I've found but I still prefer 4. h4 instead in this position -
