It's provocative but in general not too good.  Guys who play it are usually class D or lower players who are looking for an opening sequence that they think can be played against anything White does.  

Against an opponent who you suspect isn't that good, I suggest you start with normal development to control the center, i.e. e4, d4, Nf3, Nc3, Be3, Be2 or Bd3, and Qd2, waiting to see if this is in fact what Black has in mind. When Black has committed his kingside with Bg7, Ne7, and O-O, you can start your attack on his king (which isn't that well defended) by playing Bh6 to trade off the fianchettoed bishop.  Then you can launch into a Yugoslav-type attack with O-O-O and pushing the kingside pawns.  Once your attack gets going, finding good moves will be easy.
