I seem to see this alot in my blitz games, I was wondering what the best theoretical reply for Black is.

You can probably play anything but a plan of ...e6 and ...d5 is the usual way to play.

e6 and you've at least equalized.

e6, a6, threaten b5. setup some sort of taimonov/Kan system and you'll be fine
