It is not the best move for White, but is thematic and unusual. You will be much more comfortable playing 1. f4 than your opponent playing against it. The main continuations after are:
1. f4 d5 (Reversed Dutch)- The theoretically best variation for Black. Now White can choose from the Leningrad Bird, Classical Bird, Antoshin Bird, or Stonewall Bird. Unless, of course, Black ops for the above variation.
2. f4 e5 (From's Gambit)- An ambitious try for Black to knock White off the board. After 1. f4 e5 2. fxe5 d6 4. exd6 Bxd6, Black has active piece play for the pawn, White must know his theory. A simple way for White to avoid the From's Gambit is to play 2. e4, were there is suddenly a King's Gambit on the board.
1.f4 d5 is fine, but 1...e5 isn't really 'mainline'. It's a good try for black, nonetheless. The problem with 1.f4 for white is it slightly weakens the kingside, obviously.
I would probably say that the weakening of the kingside doesn't mean much in the Bird's Opening (except for From's Gambit lines), because White can easily castle. The problem is that White allows Black more central control and quicker piece play after 1. f4 d5.
