Perhaps, I ventured off course by saying “Unsound”. So, let’s start over by saying 1.Nf3 is better. I don’t know Bgirov. I’ll look him up.

Sure, you need the appropriate repertoire to back 1...Nc6 up after 2 d4 or 2 e4.

1.b3 is perfectly playable for the 99.8% of us. The reason you don't see it played at the top is exactly as the author says. Its gives up the middle on move 1.
Again...1.Nf3 is better than 1.b3 depends on the person playing it, and the skill level of the players.
